Paraguay Investor Pass: the fast track to residence through investment
· By Rodrigo D. Ruiz-Diaz Perrier
The Paraguay Investor Pass has been in force since April 2026. It is the instrument Spanish investors are searching for most on Google when they want more than buying a flat: they also want to resolve their residence status.
What exactly is the Investor Pass?
It is a mechanism that speeds up obtaining the Foreign Investor Certificate (CIE), the document needed to access permanent residence directly without first holding temporary residence, as required under the standard immigration process. It is administered by the Directorate-General for Migration together with the Ministry of Industry and Commerce.
Minimum amounts: how much must you invest?
According to the legal sources consulted, including Ferrere, Deloitte and Avanzia Legal, the programme offers several options: productive investments from USD 70,000 with a prior business plan, and property investment from USD 150,000–200,000 depending on the option and the timing of the application. Amounts and requirements have been adjusted since launch, so it is advisable to confirm the current figure with a local law firm before committing.
How it differs from ‘normal’ residence
Paraguay’s traditional immigration route requires temporary residence first, then an identity card, and only after a period of time can permanent residence be requested. The Investor Pass removes that intermediate step: once the investment is verified, permanent residence can be accessed directly. For Spaniards used to lengthy immigration procedures, the difference is significant.
What documents are usually required?
Generally, a passport, proof of the source of funds, a business plan for productive investment or a deed or purchase agreement for property investment, and an apostilled criminal record certificate. This is the same type of paperwork that comes up when researching tax residence, so it makes sense to coordinate both processes.
Is it worthwhile for a Spanish investor?
If the aim is simply to invest without moving, the Investor Pass is not essential. But if a residence option is also sought — for personal or tax diversification, or as a backup plan — it is currently Paraguay’s most direct route. This explains much of the growing interest in searches for ‘investing in Paraguay from Spain’.
